This new regulation is based on performance goals. it is no longer needed - as was the case with the RT2005 - to build in accordance with a theoretical reference building offering a similar architecture. As such, it offers greater freedom in the design of buildings.
"bioclimatic" approach and analysis are present from the design phase to guarantee better insulated and designed buildings;
the needs required for heating, cooling and lighting are low and limited.
treatment of thermal bridges;
treatment of the air permeability;
obligation to measure (or estimate) energy consumption.
The client must provide the summary standardized thermal study of the building. For 5 years after the declaration of completion, this summary is made available to the following persons:
any person responsible for certifying the compliance of the building with RT and / or a high performance label;
any person responsible for establishing the energy performance of the building (DPE);
any sworn controller responsible for verifying the application of construction rules.
The RT2012 is applicable to all services buidings since 28 October 2011 and in all residential sectors since 1 January 2013. The objectives of the RT 2012 are as follows:
reduce energy consumption and the emission of greenhouse gases;
encourage the development of new technologies;
contribute to national energy independence.
This thermal regulation was passed on 12 July 2010. It was the subject of several appeals.
A judgment dated 7 November 2012 of the French Conseil d'Etat confirmed the legality of the decree installing the RT 2012, but an appeal (issued by representatives of the electric heating industry and household equipment) led the Conseil d'Etat (April 24, 2013) to cancel the order specifying the calculation method (for a procedural defect: it lacked the signature of the Minister of Industry who was also in charge of energy matters). The device is nevertheless valid.
General scope of the RT 2012:
focuses on residential and non-residential new buildings;
from the calculation of consumption: heating, domestic hot water (DHW), lighting, cooling and auxiliary heating, cooling or ventilation;
according to requirements based on the previous performance label BBC Effinergie RT2005.
All new buildings and new parts of the building (except exception) have been the subject of an application for building permits filed after January 1, 2013, excluding temporary constructions intended to serve less than 2 years.
temporary buildings with a planned time of use of less than two years;
buildings and parts of buildings whose normal temperature is less than or equal to 12 ° C;
buildings or parts of buildings intended to remain open to the outside in normal operation;
buildings or parts of buildings which, due to specific constraints linked to their use, must guarantee specific conditions of temperature, humidity or air quality, and thus requiring specific rules;
the heated or cooled buildings or parts of buildings for a specific use in an industrial process;
farm buildings and livestock buildings;
buildings located in overseas departments.
With the future RT 2020, new buildings must have to be positive energy buildings (BEPOS). This standard allows freedom of design while minimizing energy consumption.
